UK-China Green Finance Taskforce Celebrates Impact of Transition Finance Collaboration

On the morning of the World Climate Investment Summit, LSEG welcomed finance and government delegations from China and the UK to celebrate the ongoing collaboration of the UK-China Green Finance Taskforce.

Hosted by Fiona Bassett (CEO, FTSE Russell, LSEG) and Taskforce Co-Chairs Dr Ma Jun (Founder and President of the Institute of Finance and Sustainability – IFS) and Sir Charles Bowman (former Lord Mayor of London), the Market Open highlighted the growing importance of international cooperation in advancing transition finance.

The event marked the launch of new, member-led research, “UK–China Collaboration on Transition Finance and the Green Economy”. Led by LSEG in collaboration with IFS, Bank of Jiangsu, and HSBC, this effort brought together key UK and Chinese stakeholders to identify opportunities to translate shared climate ambitions into investment, reduce market fragmentation, and support an orderly, large-scale transition across both economies.

The Market Open also showcased practical examples of bilateral cooperation in action. As part of the event, FTSE Russell announced it has reached agreement with China Construction Bank (CCB) to launch the FTSE CCB Dim Sum (Offshore CNY) Green Bond Index. The new index offers a transparent, rules-based benchmark designed to measure the performance of offshore RMB-denominated (“Dim Sum”) green bonds, supporting investor access to a fast-growing segment of the global fixed income market.

The UK-China Green Finance Taskforce provides a unique bilateral platform for advancing practical cooperation and sharing insights across financial institutions and policymakers between the two countries.

“The UK-China Green Finance Taskforce shows how sustained, constructive dialogue can advance meaningful cooperation on sustainable finance. Our joint research on transition finance highlights that, while progress is accelerating, by deepening collaboration on disclosure, data, and transition finance instruments, we can help mobilise critical capital at the scale needed to deliver decarbonisation.”

Dr. Ma Jun

Founder and President of the Institute of Finance and Sustainability, Chairman of CASI

“Today’s market open represents an important celebration of the important work of the green finance taskforce, highlighting the practical impact UK-China collaboration can have on accelerating the transition to a sustainable, net-zero future. The UK remains at the forefront of innovation, hosting around half of the world’s traded green bonds, and the launch of the FTSE CCB Dim Sum Green Bond Index is another example of green finance collaboration in action.”

Sir Charles Bowman

Co-Chair of the UK-China Green Finance Taskforce

“The development of a transparent benchmark for offshore RMB green bonds marks an important step in expanding access to China-related sustainable fixed income. As highlighted in the UK–China Economic and Financial Dialogue, deepening cross-border investment opportunities remains a key priority, and this index supports investors seeking diversification while contributing to the internationalisation of the renminbi.”
