The Review is a significant milestone in advancing the UK’s leadership in transition finance. We are proud to have played a role inputting into this comprehensive set of recommendations, which hold great potential for positioning the UK as a global centre for transition finance.
It outlines key actions necessary to accelerate the transition to a low-carbon economy, emphasizing the need for effective policy frameworks, public capital, and innovative public-private partnerships. We are particularly excited about the recommendation to establish a Transition Finance Lab. This initiative will create a space for developing and testing targeted financial solutions that address the unique challenges of financing the transition.
The recommendations call for a shift towards entity-level transition finance, anchored in credible, TPT-aligned transition plans. It also highlights the importance of enhancing the data, assessment, verification, and assurance processes for these plans—elements that are crucial to driving transparency and trust in transition finance. Moreover, we welcome the focus on embedding credibility and integrity through a Transition Finance Classification System and Guidelines for Credible Transition Finance.
The importance of international cooperation in achieving the UK’s transition finance ambitions is underscored throughout the report. It aligns closely with LSEG’s vision of global collaboration, from advancing international disclosure standards like those from the ISSB, the classification system built from GFANZ’s globally defined transition categories, to supporting the goals of the Paris Agreement.

LSEG is committed to supporting the next steps outlined in the TFMR and to playing our part in delivering on these critical recommendations. We believe this effort will help create a more sustainable and resilient future, not only for the UK but for the global financial system.
