LSEG Public Comment to IOSCO’s Consultation Report: Regulatory Issues Raised by the Impact of Technological Changes on Market Integrity and Efficiency (CR02/11, July 2011)

• Effective regulation of the financial services sector is necessary to ensure market efficiency and integrity
• Regulation must be based on evidence and sound principles
• All firms participating in public markets should have adequate systems and controls in place
• Consideration should be given to whether all market participants should be subject to more equivalent regulatory supervision
• Trading venues have a key role to play in ensuring orderly and fair markets, and must have adequate systems and controls
• Establishing systems for competent authorities to monitor across fragmented markets could be complex, expensive, and would not necessarily be effective
• Trading venues should be free to design market maker requirements and incentives in a way that is compatible with the markets they operate
